Identification and Provision of Technical Support to the Government's Office for Support and Reconstruction of Flooded Areas

   In May 2014, devastating floods occurred in Serbia, where more than 40 municipalities along the Sava, Kolubara and Morava rivers were affected the most. Enormous damage was also caused by torrent streams. In addition to the floods, the large amount of rain and water has caused the activation of landslides. Detailed assessment of the damages is about 1,5 billion EUR. Damage exists on infrastructure (roads, bridges, water supply systems, etc), individual homes, agriculture, institutions (schools, kindergartens, hospitals, libraries, etc) but also on the quality of drinking water.

 

   The Swiss Development and Cooperation Office reacted with the desire to provide support to the people in Serbia after this enormous natural disaster. SDC has in the past supported a number of the affected municipalities and cities through numerous programmes and is aware of the difficulties with which the LSGs will be faced in solving the problems resulting from the floods. To react as quickly as possible and to direct concrete support to the necessary beneficiaries, the Swiss Development Office contracted MSP Consulting to improve OSRFA’s capacities to manage recovery and reconstruction processes and projects as much as possible independently and with internal resources or with accessible expertise at national level.

 

Some of basic implementation principles are:

  • immediate support to the functioning and operations of Office for Support and Reconstruction of Flooded Areas (OSRFA) through building their internal capacities and provision of access to relevant expertise
  • immediate support to recovering of flooded areas with focus on priority projects
  • support to organizational development and change management in disaster and emergency situations

   

   Project strategy relates to building OSRFA’s capacities for acting as a reliable, efficient and professional coordinator through provision of the technical support in establishing efficient and transparent procedures,  enabling use of modern communication tools and instruments and supporting OSRFA to be recognized and act as the national coordinator.
