METHODOLOGY FOR INVENTORYING AND REGISTERING TOWN AND MUNICIPAL PROPERTY IN PUBLIC REGISTERS

     Property management is a process of making decisions referring to acquisition and management of real assets that are owned and possessed by a local self-government. This process makes it possible to maintain and generate new values through: optimal increase of revenues, control of expenditures, risk management, abidance by laws, by-laws and acts of competent bodies of local self-government units, as well as actual maintenance of property.

 

   The examples from the countries in the region show that the strategic property management affects the increase of revenues in the budget of a local self-government from 8% to 25%.

 

    According to the results of the Study on Economic Costs in State Property used by Towns and Municipalities in the Republic of Serbia, elaborated in 2005, it was estimated that municipalities and towns and therefore the entire Republic of Serbia, have lost about 1.9 billion euros and dozens of thousands of jobs in the last 15 years.

 

    In order to be ready to start applying the new law, the local self-government units are to initiate preparations with the data, information and knowledge they already have, so that they can be as ready as possible for the new law. As a preparatory activity to this end, the MSP has elaborated a description of the project for the database of local self-government property. This project description defines the contents of the database, the type of reports which can access the database, and other relevant information. Apart from that, the MSP began to elaborate the Methodology for Inventorying and Registering Town and Municipal Property in Public Registers.

 

     The Methodology contains: a detailed description of the process phases, instructions for organizations, the Action Plan with deadlines, a list of documents that are to be adopted by a local self-government in order to establish a comprehensive property management system, as well as efficiency indicators and quality system of property management (including inventory assets and registry phases). The elaboration of the Methodology is financed by the Council of Europe – the office in Belgrade, and the completion date for elaborating the Methodology is 30 November 2012.
