About the programme

The Municipal Support Programme (MSP), funded by the Government of Switzerland through the Swiss Agency for Development and Cooperation (SDC), was implemented in three phases: MSP I, with the allocated budget of 5.8 million CHF, was implemented from November 2011 to June 2004; MSP II, with the allocated budget of 7.5 million CHF, was implemented from July 2004 to March 2008. The last MSP Phase III, with the allocated budget of 4.4 million CHF, was implemented from May 2008 to August 2011.

 

Partner municipalities in Phase I were: Cacak, Kraljevo, Pozega, Uzice, Novi Pazar, Kursumlija and Nis. In Phase II, Novi Pazar, Kursumlija and Nis were replaced with 2 new municipalities – Arilje and Cajetina so that MSP geographically could focus on central and western Serbia, and so that a regional development concept could be introduced. To make this geographic area more compact and complete, the municipality of Lucani was included in Phase III.

 

Phase III – the final phase of the Swiss support through MSP was tailor-made to create conditions for sustainability of outcomes and results achieved by the Programme. The first two phases were implemented by the Swiss implementing agency (ITECO Consortium/Intercooperation), and Phase III was implemented by the local implementing agency – MSP Consulting Ltd., which contributed to capacity building of local consultants in the area of good management of local self-governments.

 

The Programme was implemented in several key areas being important for development of local self-governments:

 

  • Modernization of municipal administration and institutional development
  • Strategic planning (strategic planning, urban planning, spatial planning, as well as sectoral planning...)
  • Financial management and fiscal decentralization
  • Participation of civil society in decision making processes at the local level
  • Inter-municipal cooperation

  The available entrance adapted for the disabled persons.

A safe access and parking lot provided for the disabled persons, the old people and mothers with little children.
